Description: The Bond Pool Commission governs the Kentucky Bond Pool Fund, which was created by the 1986 General Assembly to provide Kentucky’s coal industry with an alternative bonding program. The Commission consists of seven members appointed by the governor. The Kentucky Bond Pool Commission is the key decision maker for the bond pool. The commission reviews all applications for membership, determines eligibility, grants and denies memberships, assigns and revises membership ratings and revokes memberships when necessary. It also suspends or reinstates tonnage fees, secures audits and actuarial studies, authorizes expenditures and reports to the governor.
Composition: 7 members appointed by the Governor as follows: 1 member shall be the Chairman of the Small Coal Operators Advisory Council; 1 shall be the Secretary of the Energy & Environment Cabinet or his designee; 1 other member of the Small Coal Operators Advisory Council; 2 shall be an operator of surface coal mining operations producing 300,000 or fewer tons of coal per year; 1 shall be an operator of surface coal mining operations producing more than 300,000 tons of coal per year; 1 certified public accountant. Commission selects Chair and ViceChair.
Compensation: $50.00 per diem and expenses
Meeting Schedule: The commission shall meet no less than once every three (3) months
